The founder of the Black League, a Soviet officer who narrowly survived the hellish tortures of a German concentration camp. He founded the Black League for the sake of Russia's survival, but his radical officers transformed it into a harbinger of Russia's vengeance. Now little more than a figurehead leader, Karbyshev can do nothing but lament and pray.

* AllohistoricalAllusion: The fact that the Black League's ideology more or less amounts to fascism in spite of its overt opposition to fascism references Vladimir Putin's government and its relation to its own rhetoric; in spite of regularly celebrating its past as the Nazis' fiercest adversaries, modern Russian exceptionalism, nationalism, and authoritarianism puts it far closer to the ideals of fascism than those it actually condemns as such.

A self-declared Soviet successor state that subscribes to Stalinism, an ultra-statist variant of Bolshevist communism. Founded by the Stalinist Center Opposition led by Joseph Stalin and Lazar Kaganovich, the state took over most of West Siberia after the Soviet collapse. The state collapsed after Stalin's untimely death from a stroke, leaving Kaganovich with a rump state in Tyumen.

Yevgeny Fyodorovich Dragunov is the de facto mayor of Zlatoust and a former firearms designer, who has managed to turn arms manufacturing into a profitable business that keeps the city afloat. Zlatoust has become an island of prosperity and stability in a sea of chaos thanks to him, and he intends to keep it that way. In contrast to the warlords he sells to, Dragunov has no ambitions to reunite the Union and is more concerned about profit than anything else. With more conflict in the Russian anarchy arising, he expects business to be booming in the coming years

Mikhail Timofeevich Kalashnikov is an esteemed engineer and the creator of the widly popular AK-47. Arriving in Zlatoust following the collapse of the Soviet Union, Kalashnikov aided Dragunov in generating immense profit through selling weapons to the other warlords and in the process turned himself into a wealthy diarch. Still, Kalashnikov is haunted by the knowledge that his AK-47 is being used to further death and destruction in Russia.

Vasily Mikhailovich Blokhin is the former chief executioner of the NKVD, who now rules the Vorkutlag with an iron fist. Feared for his brutality and utter lack of morals in the old USSR, he intially aligned himself with the WRRF before turning on them and effectively establishing his own warlord state in the gulags of Vorkuta. Despite all this, Blokhin is not an ambitious man, and desires for his little fiefdom to be left alone.

A group of female Soviet pilots based in Surgut, formed from the Night Witches regiment, led by Yevdokiya Bershanskaya.

Yevdokiya Davydovna Bershanskaya is the leader of the [[UniversallyBelovedLeader well-loved]] Free Aviators and more specifically, the commander of the 588th Night Bomber Regiment. They have dedicated themselves to protecting the Russian airspace from any German raids. Bershanskaya herself organizes sorties to fend off any Luftwaffe fighters who dare venture deep into the Russian wastes.

Formerly a petty criminal imprisoned in the Vorkutlag that saw bank robbery as more lucrative than academia, Jaba
Konstantinovich Ioselani has now risen to become the leader of the Vory v zakone, the "thieves who make the law”. He has made several agreements with the arms dealers of Zlatoust that guarantees the thieves arms and weapons in exchange for them serving as a buffer against the WRRF. But there are those within the prison hierarchy that see him as a traitor whose agreements with Zlatoust violate the Vory Code, and some chide him for his perceived lack of ambition.
