The neighborhood bad dog, who loves to steal dog and cat toys from dogs and cats alike.
* BigBad: He's the main villain of the MadeForTVMovie "The Return of Bad Dog Bart!". In spite of this, he doesn't even show up until half-way through.

Both are anthropomorphic dogs to love to collect toys; however, whereas Hal is friendly, willing to share his toys with others, and isn't very bright, Bad Dog Bart is a cruel {{Jerkass}} who steals toys before hiding them, and is quite clever, making maps to remember where he buried his toys.
