These characters are not actually canonically agents of Invisible, but agents from Central's previous job as an agent (and later leader) of the PEIA at the time of the Istanbul Run. The DLC release in general centers on this event, which Prism's data log reveals was a crucial mission at The Istanbul Hotel that went terribly wrong for PEIA and marked both the end of the agency and the end of the war. The mission was completed by four agents, presumably Draco, Rush, Central and Monst3r, the latter two going underground after the mission failed. As Prism's data log mentions [[spoiler: the execution of the captured agents, plural, it's likely Draco and Rush are no longer alive. ]] Additionally, both Draco and Rush lack 'on-file' versions. [[WordOfGod According to the devs]], their presence in the game represents a sort of 'what if' scenario.
