Police state is probably an overstatement, if only because the UNSC simply doesn't have the resources to be totalitarian (the Sedrans have no issue telling off ONI in Nightfall, and "man-on-the-ground"-type dissent still seems to be tolerated). Also, imperialism is more about expanding rule over foriegn lands (like the Brits in India), not simply about being a dick to your own people (after all, it was the UNSC itself who set up most of the colonies, using citizens from already UEG-controlled worlds). Also, while the death of the flash clones was certainly planned, they didn't technically "give them cancer"; it's indicated in most media that flash cloning technology simply isn't advanced enough to create genetically stable clones. Also, as far as we can tell, Far Isle seems to have been an isolated (if still terrible) incident. Also, I feel like a direct comparision to the crusades is a bit of a stretch, since "fighting against an army of religious fanatics" is a pretty common theme in media (and also because the Saracens were more numerous and (if anything) more advanced than the invading crusaders).
