Hate to be an anal buzzkill here, but I think we're looking at two VE Ry distinct phenomena. One is playfully running with your arms out, fingers up, making a sound like a plane or otherwise acting like you're flying around, the other is running with your arms at your sides, held slightly down, with fists clenched, to show pure speed (and probably mostly to save on animation, the legs just become scurry blobs). And if we're going to include the likes of Freakazoid running around with his arms in front of him pretending he's flying like Superman, we might as well include the Seinfeld lady who didn't swing her arms...
