Actually, no. Its doesn´t count if both fans and the creators like him.
Im more curious if Lopunny should count as a Darkhorse.

Erm, do you think Lucario counts as a Creator's Pet? They say that it only counts if people don't like the character, and Lucario is a fan favorite.
