It would be helpful if someone added a section with some definitions or descriptions of different penalties, like offside and false start, holding and types of illegal blocking and interference. There's a section on how penalties are signaled and the consequences of penalties, but not what types of penalties there actually are.
I really think that this needs to be split up into more sub-headings, made into a couple of subpages, and/or simply condensed in general. It's a little tough to read compared to other articles.

This page is already pretty big. Considering the differences in rules, atmosphere, player salaries, and TV exposure, I think we're better off creating a separate Arena page and giving it a paragraph here. We could even change "American Football" to more or less of an index page, discussing the game in general, then link to: "National Football League" and "Arena Football League" for issues specific to those leagues, and to the already-existing "Collegiate American Football" for the college game.

Agreed. Right now, Canadian Football redirects here, but it has its own history and its own rules (which some Americans might be interested to learn). We could start by referring back here and noting the differences between the two games, then over time build it out into something with its own identity.
