"Elion" does mean "most high" or "high one", but not because of some special "ion" suffix, which does not exist. the root of the word ia ʕ.l.h, meaning "to climb upwards". It is epithet of El, but is not etymologically identical to him.
2. Why is Beruth the wife of El, when instead Aaherah? It seems to be based on late description from the first century AD,quoting a greek author who himself summerised a phoenician account. Furthermore, if Beruth is taken to be a local tutelary diety (of Beirut), we should probobally be cautious when taking it as an definitive account. In this account, Elion is not even El, but his grandfather.
