I think Harkon should be removed from here. While his crimes were horrendous, and he was certainly wicked by vampire standards, the fact remains that he is willing to let the Dragonborn leave peacefully once should they reject his vampirism. Plus, if the Dragonborn accepts the "gift" but gets cured, Harkon is willing to give them another chance.

What the hell happened to the list? And furthermore, didn't there used to be a discussion page about this?

It's been determined months ago that all but three of the applied entries to the page don't make the cut (three being the minimum number of entries in which we can still keep the page), as part of an ongoing effort to clean up the Complete Monster trope. The discussion thread can be accessed here.
