The following example was removed with an edit reason, and then returned with no edit reason. Please work it out here rather than potentially having an edit war:

  • Apocalymon, the true Big Bad of Digimon Adventure, may or may not qualify for this trope. Although he came out of nowhere, was rather Laughably Evil Large Ham in the dub and didn't have much screen time, he is still the cause for all chaos and trouble in Digital World, is the master of Dark Masters and his mere presence caused chaos. If he had more screen time and was less Laughably Evil he could have been worse than all other Complete Monsters above. He may be worse than them since he is the evil incarnate and we just didn't see anything that puts him on the par with all others in this page.

His lack of a huge amount of characterization, and the fact that the example can't even specify if he is or isn't would say... nope.

The "if" scenario makes it too much of a "could be" which leads me to believe he just doesn't qualify. Being close at best puts him definitely on the evil scale, but frankly, Myotismon is more of a Complete Monster than a Bigger Bad who just... is destructive at best would be.

This entry is still implicitly saying that he ISN'T a Complete Monster as is, and that's all we need. The justification alongside it is also largely just a string of Informed Attributes that make him sound more like a plot excuse villain rather than a Complete Monster. Even if we have redirects on the lines of "evil incarnate," that doesn't mean that characters defined as that fit this trope's definition by default, it's what they do that pushes them into that territory. If this guy does nothing, then he shouldn't be here.

I guess it's also worth noting as well that in the original Japanese version, he doesn't have that laughably evil trait, yet he still seems like a generic, scarcely-characterized doomsday villain. So even in this "if" scenario, he's still not atrocious enough to be CM material.

We should add D-Reaper from Digimon Tamers and Lucemon from Digimon Frontier

The D-Reaper and Lucemon were both cut.
