Sorry to post another topic, but I think that Doctor Wheeler should qualify from Batman Beyond. The man clearly manipulates and abuses children (psychological warfare, sleep deprivation, isolation that deprives them of every single sense) and fuels this by telling them how worthless they are and denying them contact from the outside world. The treatment is shown to have effectively driven one child insane and delirious. The children are guarded with live weapons and some artillery. Even if his motivation was to sort out kids for society, his methods approach that of a knights templar at best.

Could Bigtime go here? The man not only attempted to kill several people, he was already a criminal before his transformation. He then attempted to kill Terry when he realised that he had no hope of convincing him to side with them. He then fakes a Heel Face Turn to backstab his partner and tries to obliterate Terry later on once again. His death came off as quite karmic to me.

Trying to kill a bunch of people, including the hero, isn't on its own Complete Monster material since nearly every villain ever shown on screen in the DCAU has done that.
