I know this may sound crazy but should we add Father. Well the page about him in the Villains Wiki says he is one. He tried to bake a ton of innocent children into a cake! He also turned Sector Z into the delightful children. Does any troper think he is one? If so, text me!
Chris Mc Lean from Total Drama Island becomes this in spades during Seasons 3 and 4. Abusing the interns, making more and more dangerous challenges (while laughing at the contestants pain) and a continued Lack Of Empathy about other people, he also starts to get creepy vibes around Dakota in Season 4 making her his slave practically.

I'm sorry, but that lady from Tiny Toon Adventures... Can't possibly qualify. Hell, that would hardly even count as a Moral Event Horizon. She herself, along with what she did, was portrayed rather comically (with a cartoonish vacuum), and did come around at the end of that episode. She'd more likely be better classified as a Harmless Villain, if anything.
Mind you, some things really do belong here, such as Eddy's brother, Dick Hardly, Grandfather, and Van Kleiss. Her? Feel free to disagree, but I very much doubt she qualifies.
What was the name of the Generator Rex villain from tonight (30/9/11), he seemed to definitely be a CM.
