Right, well, certainly wet clothing is dealt with. There seems to be an arbitrary supertrope here- several tropes in which people get wet or enter water involved them removing clothing. These scenes are considered hot but somehow it's the water that ties all the "hot"ness together and not the partial nudity. Insert confused face smilie here.
Now late night cinemax does have a lot of footage of young women playing around with water and soap suds and the suchlike (or so I have read) so water on its own as a sexiness modifier is not a crazed concept but only one entry on this page seems to be about that.
It could be that really, it started off as an index which relaxes the conditions on the tropes. They are not all subtropes of one idea but they share an idea between them.
