I know that it is no real life examples please but I think that ted bundy wouldn't cause a flame war as noone denies what he did so I think that he should be added

This is real life so it shouldn't be put in, but a classic example of the ambiguous nature of this was the old time New York ward boss that used to act as a paternalistic clan chief to their neighborhood in return for voter manipulation. The sleazyness of this is not hard to understand but it could provide protection for minorities and immigrants. In fact one of the mayor's in Blue Bloods is an updated version of this.
