I think "skin walker" is a technical term. All skin walkers are voluntary shapeshifters, but not all voluntary shapeshifters are considered skinwalkers...

Would it not be more accurate to say that jacob from twilight is a skin walker regardless of word of god and the source material saying he is a werewolf?
A. He is a voluntary shape shifter, not constricted to the lunar cycle like a traditional werewolf.
B. He turns into an actual wolf as opposed to the half wolf half man like creature a traditional werewolf turns into
C.He is actually native American.
