"Most Autobots with vehicle modes can qualify if they take on passengers."

There was a moment in the '80s cartoon, that was pretty funny. I don't remember which characters said it, though. :(

Two humans in on the secret 'driving' an Autobot.

'Driver': "Look! No hands!"
Autobot: "I'm the one doing the driving!"

So, does it have to be a talking horse?

I'm thinking of Maximus, the horse from Tangled, who is clearly an Intellectual Animal who understands and responds to human speech and so on.

Normal horses can respond to human speech.
