Did Giles physically threaten Snyder? It's been a while, but I remember Giles dropping hints that he had the resources to make Snyder's life a living hell until he caves in.

GILES: I thought I'd start with the State Supreme Court. You're powerful in local circles, but I believe I can make life very difficult for you, professionally speaking. And Buffy will be allowed back in.
SNYDER: Sorry. I'm not convinced.
(Giles grins dangerously as he shoves Snyder against a wall)

Umm is the Toy Story example really this trope its more one character being unfair to another rather then the society itself not following normal rules of fairness. I could be wrong though.
