With respect to Franco not allowing Germany troops through to Gibraltar, he may have had in mind Napoleon's invasion of Spain. The troops he sent to "help Spain against Portugal" ended up being used against Spain, leading to the War of Independence. As for Franco not joining the war - he kept promising to, but he didn't want to. He came to power through the Spanish Civil War (1936-1939), and he had enough domestic problems.

Exactly. Remember he was pretty much the only Fascist leader who died a natural death.
