Can we have a not-generic picture? I know we want to avoid Face And A Caption, but come on. There's gotta be someone we can agree on and put up.
Technically speaking, most of the "mad scientists" aren't actually trying to test or prove a hypothesis, but rather, are making things and putting them together. Although I agree that many so-called mad scientists are just mad engineers, to me it seems the most stereotypical mad scientists get kicked out of the scientific community because they believe in an out-there hypothesis or wish to pursue unethical experiments. The mad engineering usually exhibited thereafter makes sense as a consequence of being forced to work alone.
As an example, the mad scientists in A Miracle Of Science tend to build mad creations, but always based on some out-there theory; Dr. Juruna has some strange ideas about table salt, for example: http://project-apollo.net/mos/mos280.html
