"[E]ven the Kaliningrad enclave of the Russian Federation..."

Surely Kaliningrad (Konigsburg) was just a bit of land the Russians annexed because it happened to be available and adjacent to Soviet Lithuania. Nowadays it looks like a weird anachronism, like a little German island conquered by Russia.
