Does this trope always have to involve 100% adoration? Or do cases of improbably high approval ratings (e.g. ~80-90%) count as well?

I think, the Real Life section have to be removed. It's impossible in Real Life to be loved by everyone. Even if somebody is loved by majority of their people, there will be someone who hates, dislikes or just indifferent to them. Or if we keep it, there should be some guide as to what exactly counts to fit in this trope. Otherwise there will always be natter about how this or that ruler was actally disliked by certain part of society, and so his or her rating is "not quite 100%".

Nuked. There was already a commented-out note from a mod to not have Real Life examples, but people were ignoring it.

This doesn't seem like an example: we want rulers who are loved in a genuine way rather than crazed abuse victims.

  • In the DCAU, Darkseid is evidently this to his people. Once Superman beat Darkseid to within an inch of his life and tossed him off his tower to his subjects, telling them to do what they want to him. The people pick Darkseid up and gently carry him away for treatment. Darkseid then says to Superman, "I am many things, Kal-El. But here, I am God."
    • Though in this case it's less that his subjects love him than it is that Darkseid grinds them so deeply under his heel that his brand of horrible torture and mindless toil is all they can comprehend anymore.
      • Arguable, as they approach and tend to him the dirt-stained, rag-wearing, worn-down laborers are murmuring gentle questions about whether he is ok, "are you alright, Lord?", "take my hand, Lord", "let us help you, sir", etc with what appears to genuine devotion and affection. May be a case of Learning To Love Big Brother, though.

Need more details — but this isn't a strong example if he is one day, isn't the next.

Is it possible for this trope to overlap/be combined with Villain with Good Publicity?

Why not?
