If there are a pair of Half Identical Twins, both of whom look very androgynous, and often employ cross-dressing as a means of confusing people, would there be a specific trope for this?

Not as such. I think it might be Too Rare To Trope, but perhaps not.

Examples currently would fall under Wholesome Crossdresser / Creepy Crossdresser and/or Disguised In Drag / Sweet Polly Oliver. Perhaps Raised As The Opposite Gender would apply in some cases.
