Let's see:
- The original Reinforce in A's has cast a city-sized Starlight Breaker (which, conveniently, caused zero property damage) - among other things. She is also a personification of an ancient magical artifact of ultimate power (Lost Logia), which had absorbed the power of dozens of mages and magical creatures - including Nanoha and Fate themselves. (In other words, she is a special case.)
- Nanoha, Fate, and Hayate are powerful; but they're not that powerful. (Yes, in Movie 1st Nanoha was able to cast a Starlight Breaker that destroyed an entire simulated sunken city [though it's not clear just about how large the simulation was], but the movie is an in-universe semi-fictional work that slightly exaggerates Nanoha's true power.) They also DO need a permission from their commanding officers to release their full power.

Should examples of "Clarkian" style attacks/weapons be listed here? I'm specifically thinking of the Mai-Otome and Scrapped Princess examples, but there are others, because both those works make it very clear that the "magic" in the series is just "sufficiently advanced technology."
Removed re: Magical Girl Lyrical Nanoha:
- There is also main heroine Starlight Breaker (here used by another character without usual "safety mode" that turns it into stun weapon) that can level entire cities and can be used by sufficiently powerful Magical Girl on her own and without anyone approval
