Uh, this article seems to apply only for US citizens. No one else really cares about the FDA, guys, virtually every country has an agency with that same function.

Yeah to my knowledge in the UK all pet food must be safe for human consuption as it removes the need for the creation of more standards. I'm not sure what the rules are in the EU or other countires but this article does seem to be written in a very US centric way so needs a bit of an overhall.
