Shouldn't the article be "Dangerously High Hemline' since the trope doesn't refer to just skirts and the fact that some dresses and skirts aren't tight but indeed are pleated, loose-fitting, and short - like Emilie "Lili" de Rochefort's Victorian-style dress in her primary outfit?
