Question, in the light of his drug use, addiction and subsequent Art Shift, what would be appropriate? Fantastic Drug, since Heat is a comic designer drug and not IRL? Or something else - or is it too little to care about?

Since the drug arc is going to continue until at least issue 17, and therefore serve at least some trope-worthy purpose, I'd say go ahead and put it as either Fantastic Drug. Or possibly a form of Mac Guffin, since the drug has served very little purpose in the way of character development, instead serving as a convenient way to keep the plot moving.

It's not about notability, I'm pretty sure we don't give minor characters their own pages - that's what we have character sheets for.

As this article currently stands, all of the information could be moved there as the page is small.
