The bittersweet ending is inaccurate. first of all, this was the sina loa cartel operating in south central LA. The people used to assassinate the two officers were surenos who more than likely received the order from the cartel directly from la eme in prison. (notice the 13 on big evils head which indicates his affiliation with sur x13 the universal code for sureno gang members)

who they killed at the end were the gang members contracted to kill them, they did NOT kill a cartel member by any means, they killed a shot caller in a gang and his henchmen (and women).

There is no south central cartel and by the looks of it all they did was hit a few houses in the area which does next to nothing in the grand scheme of things. this is why ICE agents tell them to fall back because they are biting off more than they could chew.

this needs to be fixed

I did as well, considering his last name is Zavala. Maybe that's what the subtitles say?
