He's certainly completely invincible in combat, but nobody (save perhaps certain staff members and Snape) actually like him. Hell, Narcissa Malfoy, Augusta Longbottom, and Dumbledore form a political coalition just to oppose him.

A Mary Sue? He'd be complete cannon fodder by the standards of 40K - the kind of person you throw at the enemy to try and buy enough time for your actual fighting force to (try to) get the job done.
This is just the normal fish in a tiny pond trope.
Are we sure this isn't a mary sue, an outright mary sue? Because seriously, he rings quite a few alarms, specially when it comes to canon bending.
