That might be the case indeed but since she eventually redeems herself, I don't know if Neutral Evil applies.

Well, at the end of the series, she's probably Chaotic Neutral or even Chaotic Good (I'd think the latter since I don't expect many Chaotic Neutral people go to help the sick in third world countries).
Before that though, not so much.
Maybe it's a case where one of those arrow things to show a change in alignment is appropriate.

Sorry to get into a character alignment wank, but I'd think that Ginza is probably Neutral Evil for much of the series. A large-ish part of her character is her abuse of her authority as a police officer in order to get what she wants.
