For terms with more than one spelling option (that isn't just a US/Commonwealth difference), the order of priority is thus:

1) The official spelling if there is one.

2) If there is no official spelling, the first or most widely-used one.

3) if the first spelling can't be established, and the variants are used about equally, it's first-come-first-served.

Regardless of which spelling is used, the page(s) for a work should be consistent in using one and only one.

Use whatever Kai used since it's the most recent official dub.

Note that when Mad says "official spelling," it's "official spelling in an English-language translation."

Funimation are the folks who distribute the Dragonball anime (including Super) in the US, and their official spelling is "Frieza".

Personally, I prefer the "Freeza" spelling, but our policy would be the other, I think.

The only thing more official than the English-language distribution company would be if the actual production company had an official translation/transliteration. So I'd say go with "Frieza" if that's what the distribution company uses.
