The 20% (later 40%) is the Jin's soul inside of the Unit, happened because the soul resists being pulled outside Boundary resulting in the divide.. Terumi's soul has no such problem when he wield it. There's nothing wrong with the Unit.
Besides the difference is seen back to back in CF climax; Ragna beat Hakumen (40%) handily while Susano'o (100%) one shots him.

I need to pinpoint one thing for one article I'm planning to write, in draft.
How was it that we were all impressed with BB's story in the first place? And eventually... what was the point that it started declining to the point that it's a messy Broken Base with people saying the story is shit or too convulted?
In my experience, two reasons. One is that the series was a pioneer in story modes for 2D Fighting Games. It certainly wasn't the first, since Soul Calibur and Guilty Gear X2 had been doing it even earlier, but Blaz Blue emerged in the budding modern Fighting Game scene back in 2009 with full visual novel cutscenes with unique sprites (Something Guilty Gear didn't have), C Gs, animated cutscenes and other story routes.
The second reason is despite the very 2010s anime aesthetic (Or a very Fate esc aesthetic) the characters all had memorable designs, stood out and felt unique, had well done animations that conveyed alot even without knowing the stories, and in story mode proper had a strong English voice cast to bring them to life.
A corpse should be left well enough alone...I think it was around CO was when things started to get confusing and frusterating, with side materials that were unlocalized suddenly becoming vital plot pieces seeming to come out of left field. Side characters started getting shafted since we shifted from an "everyone's story + 1 true story" to "1 long story+ whatever the he'll sector 7 side was"
..... What does CO stand for?
(Also it's funny that in other games like the ones in NRS games (MK and Injustice), the '1 long story' format was praised. I dunno how it wouldn't work for BB, but worked wonderfully for those. It'll be good for writing materials too)
That's an answer to one half of the question. Bleck has answered for the second part, but I'm sure everyone have different reasons, therefore you can try answering with your own reason.

CT still has a core focus on Ragna and his stuff, but other characters had their own stories, but later on instead of giving importance to beloved side characters new characters were introduced as a Spotlight-Stealing Squad, and they were often less compelling than the original cast.
Also, MK and Injustice aren't afraid to kill off characters in the story, wheras BB was.

The NRS games' decisions to kill off their characters is another can of problems, but perhaps you can explain further on why 'kill off characters' work with 'long story format' that NRS games has an edge over it when BB lost the edges because of not killing its characters.
Well, you want my opinion, CP was just extremely boring overall in terms of plot; don't get me wrong, I loved a lot of the individual character moments, but pretty much the entire plot takes place in Kagura's office it felt like and the villains don't actually start doing anything until literally the climax.
In CT and CS, shit was escalating constantly so you kind of felt some sense of progression that just kind of halted with CP and didn't pick up until CF, and even then 25% of the that game is just a recap of CT.

Also I might want to know which ones count as 'beloved side characters' and which ones are 'new Spotlight-Stealing Squad characters'. And was the main focus on Dark War a good thing? Because there seems to be a greater focus on the Dark War since CP.
The Dark War was integral to the lore, so I'm not surprised.
It's the Prime Field Device War that I felt didn't get enough focus, but that's what happens something new happens in the last game.

What I read; many story opinions, West-exclusive are changed in CP solely because of Celica's presence. Aside from Spotlight-Stealing Squad, I think What Measure Is a Non-Badass?, American Kirby Is Hardcore (as she's Moe to them) also play the factor. And ofc the Phase Shift novels that has a case No Export for You making them know nothing about her and thinking she's Outside-Context Problem. Also they call her Mary Sue because for them "not only nowhere, but also contains powers which are Achilles' Heel for villains" (Seithr suppressing) when she already have that in Phase Shift, and that's not used to cripple villains.
Also for unknown reasons some start to say that BB runs on The Power of Friendship (even CT ones)... BTW what are the "Gratuitous Ass Pull" you talking about? Are those similar to rndmnbdy's lists?
