People are usually only defined as "counter-revolutionaries" by the government that came to be as a result of that particular revolution. It's meant as an insult - sort of, "you're against the very notion of progress of any kind".
This accusation is very often levied well after the revolution is over, and it is partially based on the idea that the revolution continues as long as the society it created keeps improving in the direction (from the old system) that the revolution imposed. Che Guevara is probably the one most often credited with the concept of the continuous, or perpetual, revolution; but probably most revolutionary leaders have had ideas along those lines.
EDIT: My post disagrees with the one above, but I'm coming at this from the angle that the label "counter-revolutionary" is usually used. People within a revolutionary movement, as well as those in the rest of the world, might call it just another revolution, and view the previous (revolutionary) government as the current status quo.

Yeah, it's a reference to Yuffie from Final Fantasy VII, who hails from the nation of Wutai. IIRC she steals your all materia (magic-giving items) at some point (probably upon your first visit to Wutai itself, since IINM you recruit her somewhere else), and keeps doing that to any materia that you may acquire from battle until you fulfill a sidequest that ends with her giving back everything she stole (though she puts it all randomy in the inventory, forcing you to reorganize everything one by one).
EDIT: Turns out her case is indeed mentioned in the examples, under the Role-Playing Games folder. No mention of "Wutai", though.

Yeah, I'd thought they were just working for TVT, but then I saw the thing at the bottom saying to contact Proper if you want to advertise, and I looked into it. They seem to be a driving force behind the theming/UX of the site at least.

Not only is the Electoral College designed to give smaller states more power than is strictly proportional (which has come to backfire, since the winner take all method has made some bigger states way too powerful), but the Constitution doesn't actually say that the electoral votes are pledged to the winning candidate. The state's electoral "votes" are actually the state government getting so many "electors", and it's left to the state to decide what that means. It was meant to mean a similar concept to the DNC's Superdelegates: appointed free agents who you have a general idea who they're going to vote for but won't actually know until the day they have to vote.
All of this was deliberately about taking control away from the common citizen and giving it to state governments.
