District 9... WITH NOIR!:
PARTY PARTY PARTY I WANNA HAVE A PARTYOkay, okay, all joking aside, here's the idea. An unspecified (but most likely early nineties) time ago, humanity made First Contact. The extraterrestrials, known as the Collective (clockwork to humans) arrived on Earth. They sought peace with our civilization, and for a good while it was as such. Ten years after their arrival, humans have taken to the alien technology willing given to them by the Collective as a sign of good faith, incorporating it into their own with mixed results. All seems well as a final meeting that would declare an alliance between humanity and the Collective draws near. But only days before, a large scale attack of unknown origin downs the mothership suspended in the atmosphere, killing everyone in the ship and on the ground. The meeting is called off, both sides accusing the other of orchestrating the attack. The two sides clash, or rather they would have, had a good amount of the Collective's technology and weapons not been on board the mothership. With nary a fight to speak of, the Collective are forced into exile as the human's new punching bags. Cue even more years later, as we focus on a P.I. named Stockholm. Crime continues to rise in his part of the city, as armed humans and Collective duke it out on the streets. One day Stockholm receives an anonymous call, tipping him off of a crime to be. He follows the tip to the depths of Collective territory, where he meets a young girl in possession of valuable tech. Tech from the ship. Things are about to get a lot more difficult for Stockholm... So, thoughts?

Seems like a viable plotline. Only one question: why would the humans accuse the Collective with downing there own ship/why would the humans be angry about it in the first place? Wouldn't the humans want to continue peaceably? Or were they really just waiting for the collective to lose their weapons in order to corral them and "use them as punching bags". as the humans have enjoyed lasting peace with the collective, was there any kind of outcry against eh unfair treatment of this sentient race?

PARTY PARTY PARTY I WANNA HAVE A PARTYMany important political figures were aboard the ship as well. So the humans think it's assassination on a grand scale and the Collective thinks the humans are declaring war.
