Honestly, I dislike the Eureka Effect. I'm not going to say that it's *bad, * but it's certainly not *good, * either. If you're going to use it, you better have teleporters, or else you're screwed. The lack of being able to move buildings is incredibly irritating. I highly value the ability to move my buildings around, especially on capture/defense maps where I can take advantage of an allied uber push to move my sentry into areas the enemy isn't expecting.
However, if you're defending the last point, it can be amazing (examples, dustbowl round 2 and 3). The ability to teleport and completely refill your health and metal is godlike. However, it lacks the mobility of moving your buildings, so if you want to move them up or back you're going to have to destroy them.
Overall, I'd say the Southern Hospitality is the "best" (though that's a nebulous term, since the "best" is whatever the engineer prefers). The fire vulnerability is fairly negligible (if you're building where a pyro can reach you and you can't touch them, you're in the wrong spot) and the bleed is amazing for catching spies (or any enemy who is near your metal deposit or point).

The above was my original wrench rant. My jag appears to have been lost in transition, so I'll retype it below:
I hate the jag. I truly do. The build time is completely negligible (something like .75 seconds is shaved off of a sentry) because the 30% built time is added AFTER you add the other bonus for building it with a regular wrench. Thus, you get a 30% increase on a 90% increase.
However, this comes with the downside of NOT being able to bash a spy's face in with one blow. This is a terrible, terrible downside. You want to remove spies as quickly as possible, as the more time they're distracting you, the more time their sappers will be up on your buildings, the enemy will be shooting at you and the more chances you give him to revolver or stab you down.
You might say: "Well dur, Funden, switch to your shotty!" I mean, sure, you /could/ theoretically, but this has a couple downsides:
1. Your shots could go wide. Most people go pretty crazy intense when their stuff gets sapped and they want to remove the source as quickly as possible. This leads to shooting madly and wildly and lowering your chance to hit.
2. The weapon switch times leads to longer on your sentry and dispenser/teleporter having a sapper on them, potentially leading them to be destroyed before you can successfully remove the sapper.
I, personally, prefer the Southern Hospitality for the bleed. If the one hit /doesn't/ kill the spy, for whatever reason, it WILL distract him enough to let you go get your buildings desapped. If they go after you, they'll definitely go down to the bleed within a few seconds.
Alternately, the vanilla wrench is good too, if you have problems with pyros. It's still powerful enough to murder a spy in one blow and let you get back to the important things: supporting your team.

I think the Jag works for me, personally.
I find the build time increase invaluable, since I can be set up at a point quickly. Yes, I lose the ability to knock the hell out of Spies, but personally, I probably shouldn't be dealing with them myself in the first place.

I dunno, I find it useful, since I consider it enough to set up only a Sentry and Dispenser.

I‘d like a pocket medic just so I can practice pocket soldier with Shotgun. Til then, I‘ll be sticking with gunboats.
On that note, harvest is paradise for soldier with gunboats. Jump everywhere and steal all the healthpacks. Harass heavies from the high ground, kill less skilled soldiers, deny scouts from running around, hunt down snipers and pyros who can‘t airblast. So much fun.
