The tl;dr version is that Ice makes just about anything better offensively, which is probably why GF doesn't want to make any good ones.

slowbro gets both, if i'm not mistaken. so does nidoking (king has a pretty godly movepool in general).

I believe a few Normal types do, too- Exploud gets a very broad movepool, for example, and its offenses are sufficient that it can bat either way offensively, though STAB Boomburst really pushes it towards the role of Special-Attacking Wallbreaker.

Goodra also learn both Flamethrower and Ice Beam from TM. Hydreigon can't despite looking like it could.

hydreigon gets ice fang, but not ice beam. goodra does get both though.

You know, I'm surprised that Emboar is in RU yet most Emboar I come across in Battle Maison never gave me too much trouble.

They do from time to time. Hell, they have the hidden ability legends, and it was thanks to that feature we learned the hidden abilities of plenty of Gen VI mons.

We've known about it, Diancie and Volcanion (which still technically doesn't exist) since like 4 months after X and Y came out.
People have managed to get them ingame outside of events using injection(patched), powersaves(not sure if patched), and that QR code method. Same goes for AZ's Floette.
And we've known about the Unbound forme ever since the ORAS demo.
I still don't get why we keep pretending they don't exist, seeing we can reliably datamine, in contrast with the conditions at the launch of XY.
