Word of advice: The best way to get acquainted with a character would be challenge mode. I suggest you get in there and at least complete until trail 12 (at least) with a given character before doing anything else. Also: Find yourself a character you like, either for thematic or gameplay reasons, and stick with it. Generalisation is commendable, but won't win you any matches. Lastly: Switch to pro controls immediately if you plan to take your game online. Lite controls are fun and all, but not quite as effective in most cases.
That's pretty much the basic knowledge you need to get a good start. Once you got this covered, you can simply search the net for a good FAQ.

Considering that I specialize in a bottom-bottom-bottom tier character, I really feel sort of bleh about missing out that 'character balancing implemented in the arcade version of the game'.

But I do care about the balancing.
As a newcomer to "competitive" fighters, would this game suit me well? The only fighter I've really had any sort of experience with is the Super Smash Bros series, so I was wondering if this game would make sense to join in on?

hmm.. Personally I would rather have had to unlock Yun and Yang on Street Fighter 4 than character that play similar to Ryu even if I found some of them kinda fun to play with.

Gouken should have sealed off Ryu's Satsui no Hadou for good with his Power of Nothingness, not to mention that according to III he's completely renounced the Satsui no Hadou's power completely and has brought his style up to par with that of Evil Ryu's. So why is he here? I'd rather take the likes of Elena (just barely missed the cut for Super, not to mention another face from III), R. Mika (Ono wanted to put her in), Rolento (ditto, as well as huge fan demand), Karin (lots of fan demand too, namely due to her friendly rival with Sakura, as well as the prospect of Karin as an adult... what? You know it to be true.), etc. Heck, I'd say throw in the EX characters if it wasn't for Capcom sharing their copyrights with Arika.
Plus, I smell some serious continuity errors coming up, seeing as a) IV is set a few years before III, b) Oni is most likely Shin Akuma Lv. 2 (who else could it be? Goutetsu?) and there was as sure as [insert expletive here] not the even the slightest hint of Oni's existence in III, and c) the above Evil Ryu argument. What's the point of setting up new plot points if they'll most likely be deemed non-canon? I pride myself on having a fair understanding of the SF 'verse and its canon, but the interactions in IV kinda throw the whole "Three: A New Generation of Street Fighters" thing out of the window. Ryu tells Ibuki in New Generation during his win quote that her style is different from the Bushin style (i.e. she doesn't fight like Guy does), implying that this is their first meeting, yet he has the chance to fight her in Super. Makoto isn't supposed to meet Ryu 'til 3rd Strike (one would suspect that's why she's instead placed opposite of Fei Long for her rival battle). Ibuki and Makoto are rivals in 3rd Strike (again, that's probably why Ibuki faces Sakura). And Dudley retroactively goes from Nice Guy to Rich Bastard to Gentleman Snarker. The only reasonable justification I could possibly foresee for this is Capcom making a new version of Street Fighter III that supersedes the original's canon, but the likelihood of that happening is about as slim as—Fan Wank Mode Disengaged.
Anyway, about the rebalancing for AE... didn't Ono say that (unlike Super) some characters were purposely made better than others in this revision?

Perhaps, but I heard that Makoto got a major boost as well, making her (allegedly) one of the best characters in the game.
What I also heard is that it is actually possible to patch the 3DS version (minus the extra characters), and they are currently trying to gauge if people would actually want that. To that I say, "yes, hell yes, and very, very yes".

Evil is my favorite color.they're Focus Cancelling. As in, dashing forward or back after the hit to take the advantage, thereby not following through with the focus attack.

Evil is my favorite color.If by "provisional damage" you mean red health, I'm fairly sure there's no way that can happen. Maybe you're seeing someone FADC really quickly.
