I can't tell what exactly sets The Resenter apart from Green-Eyed Monster. Both are about a character being envious towards another for having something the former doesn't, but while Green-Eyed Monster says that envy (and thus GEM itself) is a key element of The Resenter, the latter doesn't bother explaining what makes it a separate trope (presumably a subtrope) of GEM.
And no, there does not seem to be any Trope Distinctions entry for this at all.
