Just a Face and a Caption: Token Enemy Minority

Albeit the presence of the very expository caption, I don't see the anime thus I have no idea which one is suppose to be the enemy minority and who is the caption referring. I think we can do better for this trope, but even if no image is chosen to replace it, the current one is pretty JAAFAC. Or is it me?
