Wacky Land could be considered a subtrope of Magical Land, where the magic in question is both especially weird and especially omnipresent.

For example, many Magical Lands will still be populated mostly by humans, with a handful of intelligent, non-human species, while in Wacky Land everyone you meet might seem to be a different species from everyone else you meet.

Or you can have a Magical Land where the magic still follows rules, even if it's something as simple as needing to speak a spell or perform a ritual for magic to occur, while a Wacky Land is likely to have supernatural abilities be largely nonsensical, like something out of Deranged Animaton.

Magical Land is a place of magic, usually medieval type, usually some kind of sub-world or alternate world to our reality.

Wackyland is a weird place that doesn't make a lot of sense. It's primarily a video game setting for levels or worlds that are plain weird compared to the rest of the game, but can apply to similar situations outside video games.
