Stellaris doesn't let you destroy planets and stuff, but there are mods that let you do it.
Nothing really about creating things, however.
That is the face of a man who just ate a kitten. Raw.I know that you could destroy planets via "Terror Stars" in Gal Civ 2's Twilight of the Arnor expansion, but you couldn't rebuild them, nor could you target stars.
Can't think of any other games that allow such powers, save for one of the earlier Master of Orion titles.
I'd like to append a "yet" to that no planetary destruction in Stellaris, and while you can't make stars and planets, you can make ringworlds (which also destroy any planets in the system as raw materials), dyson spheres (which freeze all the planets in the system into uninhabitable balls of ice), and large orbital habitats.
Planet busting is planned for Stellaris. Not sure when it's happening, but it's planned.
I don't think you can create planets (Ringworlds definitely), but check out Star Ruler. You can blow up planets with sufficient firepower!

Master of Orion 2 had Planetary Construction from asteroid belts and gas giants, and for the destructive side there's the Stellar Converter that could blow planets into rubble a la the Death Star. The sequel also had planet creation, but IIRC no planet smasher. It's been ages since I've played 3 (and have never gotten to any of the win conditions), though, as other than the ability to mod it easily via the game spreadsheets it wasn't really good, so I don't recall any details.

I've only played a few space empire 4X games, so I don't know which ones you can and can't do stuff like this in. I know that in Space Empires IV and V, you can, but in Gal Civ 3 and Stellar Monarch you can't.
