There is a functional difference between goggles and normal glasses. Declining to open, the OP is essentially "I don't think this should be a trope." with no supporting evidence.

This trope essentially boils down to "Instances with people wearing goggles for no practical reason". It's basically just pointing out a character's wardrobe and that they happen to be wearing goggles. Doesn't affect the story or tell us anything.
It's also quite similar to the trope Purely Aesthetic Glasses; there isn't much difference between someone wearing glasses for looks and someone wearing goggles for looks.
