Bandai Namco had a trademark run in the EU, and Pac-Man Maker was one of them.

Assuming that this is heavily based on the arcade original and its ports...

All this would be is a very, very basic maze editor with no extra bells or whistles.

I'm sure that Mario Maker sold well, but Pacman is a very different beast in terms of both game mechanics and stage design.

A lazy cash-in on it is going to sell donkey butt.

Plus everything we discussed on this thread (which someone on reddit copypasted with no credit...) still applies. Pac Man just faces too much of a wall to become a franchise of anything more than cheap cash-ins.
