Opened.
Suggestion is already on Juggling Loaded Guns
Also, I am fine with the current. Even not having seen the episode, he's CLEARLY ignoring the shootout and flirting with the woman. The OP's objection are weak as hell. If he was worried about getting shot, he'd be taking cover.
Also, Old thread that selected the image

I agree with Ghilz, the current is not a bad page image. Even if he's hypothetically called for back-up, that's no excuse for completely ignoring the shoot-out
...if you don’t love you’re dead, and if you do, they’ll kill you for it.That Wiggum picture was actually suggested in a previous thread but it was said that it fits Bad Cop/Incompetent Cop better. It wasn't used in the end, though.
Also, what exactly is the diference between both tropes? From what I've read, Police Are Useless is about the police not helping civilians or making things worse by filing wrong charges. Bad Cop/Incompetent Cop seems to be about corrupt policemen, though I could swear I've seen people use it with simply stupid cops like Wiggum.

Current is fine. OP's suggestion isn't better, plus (as previously stated) it's already being used on another page.

If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?Current is fine.
That said, could we use OP's image on Juggling Loaded Guns as a quality upgrade?
Look at all that shiny stuff ain't they prettyI don't see how the OP's an quality upgrade, at least on my screen, the color balance of the current one is closer to The Simpson Movie. The OP's is weirdly yellowish (Look at the eyes or the clouds), like someone smoked around it.

Ah. On my screen, the page image is hypersaturated (way too vibrantly colored) and the OP's image looks like a normally colored image. I also don't see the yellow in the eyes. Maybe it's just our screens being different.
Look at all that shiny stuff ain't they prettyKeep the current.
Bigotry will NEVER be welcome on TV Tropes.Keep the current.
I'm also voting to keep the current. and that's enough consensus to do so, so it'll be tagged thusly. Locking up.
I suppose it's unprofessional for the guy to smirk while a shootout is going on, but does that mean he's useless? For all we know, he might be the only cop on the scene, he might've just called for backup, and he might be hesitating to intervene for fear of getting shot himself.
Alternatively, here's Police Chief Wiggum from The Simpsons illustrating Reckless Gun Usage and Donut Mess with a Cop at the same time.
