Concerns About the Laughably Evil Trope

You know how Laughably Evil characters often have witty personalities? Most famously The Joker? Well I've noticed that some villains have rather quirky natures yet aren't classified as Laughably Evil. For example, Freddy Krueger and Randall Flagg both make snappy quips, are Complete Monsters, yet one is classified as Laughably Evil and the other isn't. Other pseudo-Laughably Evil characters include Lots-o'-Huggin' Bear, Dag, and Dick Hardly.

So tell me, what traits do these certain villains have that set them apart from Laughably Evil characters?
