Five hats do qualify as consensus for launching, yes. Folks are willing to tolerate launches with less hats so as long as the YKTTW draft has no issues, though.
Discarding should be done if the YKTTW is a duplicate or if the discussion establishes that the YKTTW is not viable.

Hiya, forum veterans and fellow noobs. Basically, I wanna ask when it's OK to launch and to discard a YKTTW. I suppose there should be a consensus, so do five hats qualify as consensus? Does the person who wrote it have the final say? Basically, just tell me what goes.
Really sorry if it's a duplicate thread, I really searched. In this case just direct me to the appropriate thread, please.
