What do you call a film misleading something-or-other?

I don't know what to call it, but I know two examples of it. One, a 1970 horror movie titled Frankenstein's Bloody Terror, whose opening credits inform you that it was made in 70-millimeter and 3-D, and is supposed to have the Frankenstein monster in it but it's mostly about the werewolf family of Count Wolfstein. Sitting all the way through it reveals no sight, sound or mention of Frankenstein, the monster or the mad doctor.

Two, a 1939 cartoon titled "Yip Yip Yippy!", which when first shown in theaters had the credit "A Betty Boop Cartoon" (It was the last cartoon in that series from the Max Fleischer studio). Miss Boop is nowhere to be seen, heard or referenced in any way — instead it's all about a boy who wants to be a cowboy (kind of like Egghead), a new character that never caught on.

These are two things I'm happy I never paid money to see. I just remembered a third example: the Perry Mason Mysteries on TV, the ones made after Raymond Burr died. I sat through one for half an hour before I lost interest, simply because the show had nobody to at least tie it to the great original.

So, whatever this kind of ripping off is, I'm not sure what to call it. I know it's not False Advertising and it's not Bait and Switch. If it has a name, what is it?
