For future reference, is it always worth bringing up when an image is changed without discussion, or does that only apply to images with notes that they were chosen through discussion?
Depends a little. Naturally, if there's been a note about it, always bring it up, even if the new is better. If there hasn't been any note, you could see if the image has been changed several times (indicative of an edit war or many split opinions), and whether the page has been improved by the change or not. It's not wrong to bring it up, though, especially if you're not sure.

From the common usage I've seen on these threads, a discussion isn't needed if:
- The page is imageless and with no previous discussion mentioned (but the image added need to be GOOD — if there is any doubt about how appropriate it is, opening a thread is best).
- The change is for the same image but a greater picture quality.
If there's already an image, even a very bad one, it is more polite to start a thread and suggest the change than to unilaterally switch it.

This could go either way, but it's a little annoying that the new image is totally unsourced. Reverse GIS just pulls up the trope page and its mirrors.
