I had the idea to suggest making a whole new section for Skyrim's "Interesting NPCs" mod, since I think it'd be quite troperific considering the sheer number of characters it adds. However... I haven't the foggiest clue where or how to even propose it. Any help?

I think you want to have a work page for that mod. The advice page for that would be How to Create a Work's Page.
