Depends on what version you go with. Originally the Thanagarians didn't even know about crime(!) they learned it from the Man-Hawks, Katar Hol came to Earth precisely to learn from our crime-fighting methods. Then someone decided to invent the rivalry with Rann (probably to reuse Hawkman and Adam Strange) and suddenly the Thanagarians were Winged Fascists. In any case, it's hard to see them having much of an space empire, since their home star (Polaris) isn't that far from Earth.
You could have them be attempting to start an empire.
So to sum up...
- Rann and Thanagar are both inhabited, and both orbit Polaris. Thanagar seems to have outposts on a few other planets but can't reasonably be called an empire yet.
- The Skrulls have a large empire, which I think covers most of Andromeda
- The Kree rule the Greater Magellanic Cloud
- And according to Wikipedia, the Shi'ar dominate multiple galaxies.
Rann orbited Alpha Centauri until it was teleported to Polaris, during the Shadow War I think.
Otherwise, yeah. However those are all facts from the comics, I'm not sure if that's what was agreed for this project.

Oh, right. Well, since this is a merged universe, I assumed we'd be sticking as close as reasonably possible to the respective canons.
Also, there's Tamaran. Wikipedia tells me the Tamaraneans' home world has been exploded at least twice, so it's unlikely they have an empire. Any objection to making one of the destructions happen at the hands of Galactus?

Tamaran IS in fact part of an Empire, but not its own: The Citadel, a race of clones, rules the Vegan Star system. Though the Psions are the secret power behind them. The Omega Men are the rebels who arose against this oppression. Remember that the Green Lanterns cannot operate on Vega due to their deal with the Psions (or Larfleeze.) This makes Vega a good setting for a Guardians of the Galaxy adventure.
Well you know what I mean. Any time part of a backstory involves "my planet was destroyed", we can add "By Galactus."
My various fanfics.Depends on who his Herald is. If at the start of this setting it's the Silver Surfer, I don't think it'd happen that much. Any of the more evil space powers, like the Kree, the Thangarians, the Brood, the Phalanx, or the Badoon would probably work.

Now this is *just* my personal opinion, but the whole idea of an entire universe where the characters' alignment is reversed for no apparent reason always bugged me. At least with say, Nazi Earth, things can be justified by saying "it diverged from normal history at some point in WWII, due to the Nazis winning". The implication that in such a world Evil Always Wins is even worse, not only because it makes it impossible to free it from the villainous heroes but it also subtly implies that the real heroes only win because in their universe some hidden force makes sure they do (which is WAY too meta for my tastes.)
One possible explanation: it's NOT a natural universe, but a mockery created by some near-cosmic being who decided to play god. Examples of these would include Marvel's Grandmaster (who in fact created a villainous version of the Squadron Supreme, the Squadron Sinister) and DC's Mr. Mxyzptlk.
Fair enough. So for the origins of the Crime Syndicate's members. Superwoman (May have to change that name) real name Ley Il aka Lois Lane. The daughter of the war criminal Jor Il who was released when Krypton's government realized that their planet was doomed, however he betrayed them and launched his daughter in a rocket, where she landed on Earth. Themiscyra to be exact, where she was then raised by the warlike Amazons.
Also: Are Namor and Black Adam brothers? It's too good an opportunity to pass up.

Adam is a 5,000 year old Egyptian. Namor is the son of an American Sailor and an Atlantean princess (the blue-skinned kind) and was born in the 1920s. He ages very slowly.
Assuming Teth-Adam had any children, he might in theory be a distant ancestor of Namor's, but it's a far shot.

Phalanx, those were those techno virus guys right? Never read anything with them in it so I have no opinion of them. But I suppose that they would be considered a threat in which the Guardians and other space corps would allow all lethal action to be used.
