Local fire and police departments tweeted earlier that they were responding to a possible shooting incident outside the agency’s campus in Fort Meade.
The highway near Fort Meade was closed in both directions due to the police investigation, according to the Twitter account of the Fort Meade public affairs office, which was unavailable to comment.
On the same note, 3 people were also shot and killed today at the New Orleans carnival festival, but that probably isn't related to terrorism per se.

Two car bombs were set off in Mogadishu.
Shooting broke out near the president’s residence at the time of the blasts, police and ambulance services said.
“So far we carried 18 dead people and 20 others injured from the blasts tonight,” Abdikadir Abdirahman, the director of Amin ambulances, told Reuters.
A big cloud of smoke rose near the palace and gunfire erupted near the president’s residence, a Reuters witness said.
Police and witnesses said the second blast was a car bomb parked in front of a hotel away from the palace.

Afghan President Ghani is going to propose a plan for talks with the Taliban, which also includes making them a legitimate party to contend in future elections.

The Taliban continue to be utterly against the notion of democracy, or as far as I can see, against any government not run by them, as a dictatorial Caliphate. They are still allied with Al Qaeda and run a huge drug trafficking operation. They engage in more acts of terrorism than Daesh. I struggle to see what kind of legitimate political group they would be recognised as.
I'm not really sure where this is going, but I worry all it will do is give the Taliban more recognition and power.

AFP reports that arrests are made in Burkina Faso and evidence suggests that sympathizer in the military played a role in the attack, not to mention that targeting a diplomatic building was likely a distraction.
